In September 2007, Representative Gary Haluska invited representatives from local 4x4 clubs to attend a meeting at Rock Run Recreation Area (RRRA) to discuss the possibility of having 4x4 trails there.
During that meeting, many issues were discussed, and Rep. Haluska took us on a hiking tour of a few spots on the property that he felt 4x4 trails would be appropriate. He also went over the general geography of the land.
Rock Run Recreation Area is a 501(c)(3) non-profit organization that maintains the facility. They have a 15 member Board of Directors which is chaired by Rep. Haluska. The land was purchased from K&J Coal Company by the Cambria County Conservation Authority. The funds for the purchase of this land and for the development of ATV trails came primarily from grant money provided by the PA DCNR\'s ATV registration fees. Because of this all 4x4 trail work must be done voluntarily and must be cleared through the Cambria County Conservation Authority.
There are approximately 6,000 acres in RRRA - however, about 2,000 of it is within a watershed, so no trails are planned for that area. Currently, about 2,500 acres of the remaining land is consumed by ATV/dirtbike trails. They have NO desire to have ATV/dirtbike trails shared by 4x4 vehicles.
At the initial meeting, Rep. Haluska requested that we form a \"steering committee\" to organize and deal with issues in regard to 4x4 trails. He stated that the Friday after the meeting (the meeting was on a Sunday) the Rock Run Board of Directors was meeting. He suggested that we compile a PowerPoint presentation for the boards review. The presentation covered key information that the board needed to know in regard to 4x4 trails.
An attendee list from the meeting was provided to the attendees including emails. Within a day, the Western PA 4x4 Trails Advisory Committee (WPA 4XTRAC) was formed. We met that Tuesday to go over the initial PowerPoint presentation that was being generated. Western PA 4XTRAC is comprised of 12 people representing several clubs:

The presentation was a success and Rep. Haluska contacted the committee to inform them that they would entertain the idea of allowing some 4x4 trails in the areas he specified and to have an initial \"test\" event provided that the event could be covered under insurance provided by one of the clubs represented by the committee.
Rep. Haluska stated that we would have to wait until October to start marking trails, however, as they had a large poker run planned for the end of September.
In October, members of the committee spent two days marking the trails. On November 3rd, 2007 - we organized the first volunteer trail day at Rock Run. We had invited people from the represented clubs, and from Penn State 4x4 - which had been invited to have a representative in the committee, but had declined due to distance, but specifically requested that they be informed about the trail clearing.
As of this date, several trails have been cleared with the hope that the committee will hold a limited size Toys for Tots event open to members of the clubs involved in the committee. There is still more work to be done on the trails, and once they are open - then Rock Run will have the Cambria County Conservation Authority approve them and the preliminary event can be held. This event will be sponsored by Heritage Region Jeep Alliance which is providing the event insurance.
Once the event is completed, then the Rock Run Board of Directors will continue to evaluate the viability of 4x4 trails. Currently - the majority of the trails (with the exception of the green haul road trails) encompass only approximately 150-200 acres. We are working on tallying the total trail mileage. The trails range from easy \"green\" trails to extreme rock-crawling trails.
Initially, Rock Run Board of Directors envisions that the trails will be used for \"events\" in 2008. The future past that is still yet to be determined, much is dependent on the success of the initial event in December.
