Nope, not of a vehicle, of a radio.  A lot of people use those FRS/GMRS radios that you can get anywhere.  Pretty much everyone is using them illegally, too.

This article from Popular Wireless magazine explains it all.  I actually do have a GMRS license, as well as an Amateur (Ham) Radio license.

GMRS license is $85 for 5 years, good for you and your (pretty well extended) family.  Ham radio license can be gotten for free, just have to pass a multiple choice test, and is good for 10 years.  Looks like it\'s free to renew if you have a standard callsign, and $13.30 to renew if you have a vanity call.
